Keto Empanada Dough Recipe
These keto empanadas are a perfect low carb snack or meal. A cheesy, flaky keto crust folded around savory seasoned ground beef and sautéed veggies, then baked to perfection. Even the carb-eaters in your family will love these low carb empanadas!
Shredded Mozzarella Cheese – Keto pro-tip: use a fresh mozzarella and grate it/shred it yourself. The prepackaged stuff is convenient, but they usually contain fillers and anti-caking agents to prevent clumping. The downside to those add-ins? Unnecessary carbs.

Almond Flour – We haven’t tested this recipe with any other low carb flours, so we can’t recommend any substitutions here. If you try any, let us know how it goes!

Keto Beef Empanadas Recipe (no Fathead, Zero Carbs Dough)
I started making this recipe after we visited Buenos Aires. Needless to say, while in Argentina, we enjoyed lots of great steaks and lots of deep-fried empanadas!
Upon returning home, I just had to make them. But I wanted to bake rather than fry them, and I wanted them to be low-carb.
These keto empanadas are so good! I make them for my family once a month. It's one of my favorite ways to use ground beef (this Korean ground beef recipe is also very good).
How To Make Gluten Free Empanada Dough
Here's an overview of the ingredients you'll need to make these keto empanadas. The exact measurements are listed in the recipe card below.
One option is to place a heaping tablespoon of the beef mixture in the center of one circle. Then top it with another circle and pinch the edges closed.
The second option is to place a heaping tablespoon of the beef mixture on one half of each circle, leaving a ½-inch border. Then fold the dough over to make a half-circle and pinch the edges closed.

The second option is tastier, in my opinion, because the ratio of filling to dough is better. It also produces more of the pastries (albeit smaller ones).

The drawback to this option is that since Fathead dough is more fragile than wheat dough, the circles tend to form small tears when you stretch them over the filling to make a half-circle.
However, this is not really an issue, because (a) you'll likely have additional scraps of dough and can patch the tears, and (b) as they bake, the dough puffs up, and everything comes together beautifully - no spills.
Suuuper Flaky!) Gluten Free & Keto Empanadas
Traditionally, the edges of empanadas are crimped with a fork to make a pretty pattern. But I find that the keto dough is a bit too sticky for that. So I skip this step.
In Argentina, they were almost always filled with a seasoned mixture of ground beef, and that's how I make them too - I use onion, garlic, ground beef, and spices. It's a delicious, very flavorful filling that's great all on its own if you happen to have leftovers.
Every time I work with this dough I'm amazed at how it comes together as a real dough (albeit more sticky and harder to work with).
Baked Keto Empanadas
I am especially impressed with how well it bakes, puffed and golden and tender and so very tasty! It's a miracle keto dough.
But sometimes I serve them as a main course, and then I serve three per person accompanied by an easy salad such as arugula salad, tomato salad, or cucumber salad.

Empanadas are best when enjoyed freshly baked. But you can keep the leftovers in the fridge, in an airtight container, for up to 4 days.

The weather out here has been very confusing. It’s hot, it’s cold, it’s really hot, then it’s cold again. We’re not having a real winter, even by California standards, but the sunny days are broken up by bouts of chilliness. I’ve actually been enjoying the colder weather though. There’s something about a nice fire roaring in the fireplace, my comfy leather couch and a good blanket that will just warm your soul.
Keto Empanadas (with My Flaky Pie Crust!)
Speaking of warming your soul, these Ground Beef Empanadas are definitely one of my favorite keto recipes. It’s really easy to make and so delicious plus super versatile because you can make all different kinds of flavor combinations.
I’ve made Buffalo Chicken Empanadas before and obviously they’re delicious but ground beef is probably my personal favorite (at least so far!). So long as you make the meat flavorful, your empanadas are going to be delicious.
These also freeze and re-heat really well. I’ve even taken them camping (empanadas in the woods, incredible). Put them in a gallon sized storage bag and freeze them then when you’re ready to eat, take one out and put it in a pan or in the oven until warm. You could also use the microwave but I like the way it cooks in a pan or oven better. If you’re worried about the empanadas sticking together while freezing, lay them out individually on a cooking sheet then put it in the freezer and let them freeze partially, then transfer them to the bag.
Keto Cheesy Beef Empanadas
If the dough is too sticky to work with, you can do a couple things to help: add a little more Almond Flour to the dough, put the dough in the fridge or freezer for 15 minutes before working with it or rub some olive oil onto your hands.

It’s really important to use Almond Flour instead of Almond Meal. Almond Meal will cause the dough to be kind of crumbly
